I think of it as 100% of 'as good as it gets'. I'm thinking it may also show 100% if you can come to a stop without pushing the brake so hard you actually engage the brake pads instead of just the generator until the very end. When you come to a stop, it shows you how much braking was done by the electric motor and how much done by friction brakes. 96% means you used the electric motor that amount for stopping and 4% from the friction brakes (energy wasted as heat).
