It is a car recovery system that many dealers are required to install on their stock in order to reduce the insurance premiums. Often the dealer adds the cost of the system onto the price of the car as an "option" that you can't decline. If you're savvy enough you can talk them out of it or at least talk them down. It doesn't do you any good unless you subscribe to the service for an annual fee.
