Well, the car shown has built in 'air conditioning'.  I wouldn't want to drive it in the rain! :)

 

I wonder how much that vehicle weighs/top speed?  Besides, those tires are very thin and probably increase economy a lot.

I suspect it was quite limited in speed. If we kept ours at 20 MPH, we might do better as well.
