(Usually you can't negotiate it out, but if you negotatiate "$X + ttl" you can argue that it's not a tax and therefore was included in your offer price) For the fuel charge TrueCar says they include it in their invoice cost (and the dealerships might too)http://blog.truecar.com/2011/09/23/what-are-these-fees-for-fuel-charges-accessories-extended-warranties-and-administration-what-you-should-expect-to-pay/ Others may have more input on that one.
