On my iPhone I had to turn on the "Show Notifications" options under the Bluetooth options for SYNC in order to enable the text message notifications. If yours is an iPhone you can try turning this option off.

He misheard you, he thought you said "I have traction tires." Typically they will let you through if you have 4WD, AWD, chains, or traction tires. He took you on your word as he heard it, and didn't bother looking at the tires.
